The arrested person is Hazarat Ali, 25, from Koshkipur in Araria. He moved to Bengaluru a few months ago and engaged in pipe work, police said. The video was posted on the Instagram handle jnx__king__h_g claiming that “Vidhana Soudha has exploded”.
